What a CPU bottleneck actually is

A bottleneck happens when your CPU cannot prepare frames fast enough to keep up with what your GPU is capable of rendering, so the GPU sits partially idle waiting on the CPU. The GPU is not broken -- it is simply not being fed data fast enough to show its real performance.

How to spot one

Open Task Manager (or a monitoring tool like HWiNFO) while gaming or working -- if your GPU usage is well below 95-100% while your CPU is pinned near 100%, that is a CPU bottleneck. If it is the reverse, your CPU is fine and the GPU is the limiting factor, which is the more normal and expected situation.

Why resolution changes the picture

At 1080p, CPU performance matters more, because the GPU can render frames fast enough that the CPU becomes the limit first. At 4K, the GPU is doing so much more work per frame that it becomes the bottleneck instead, and CPU choice matters less. This is why a "budget" CPU can be perfectly fine in a 4K-focused build, but limiting in a 1080p high-refresh build.
